President Yoweri Museveni has restored hope to desperate Ugandans who have failed to benefit from government programs.
In his inauguration speech on Wednesday afternoon at the Kololo ceremonial grounds, president Museveni blasted key individuals benefiting from government programs at the expense of needy Ugandans.
The president said various government programs to alleviate poverty have failed to trickle down to Ugandans due to resistance from a few persons.
He added that to intensify social-economic transformation, he will deal with some obstacles aggressively and without compromise.
“We shall deal with some obstacles. This kisanja, only God knows. There are some parasites who were having resistance on some of our projects like Operation Wealth Creation-OWC, youth funds -YLP, Women entrepreneur funds and emyooga,”
He explained that these obstacles have also resulted in failure to implement policies like Free Education in Primary and Secondary schools,Free vaccines health,protecting Bibanja owners (tenants),Fida roads in good condition,Fighting corruption including Magistrates and police men among others.
Museveni says that with the introduction of the parish model, Ugandans can now access grants and funds to improve on their livelihoods and communities.
He warned that unlike in the past,when wealth funds were in the hands of government officials like CAO’s this time they will be member owned and run.
“The allocations will be grants to parish Saccos, in the past, it was government officials to select beneficiaries, the members will now prioritize the allocations themselves. ‘‘ Museveni said.
The parish model that deals directly with local leaders in Ghettos identifying parish Sacco’s to give grants to ,will solve problems in homes and communities .
Under the model,parish chiefs and LC2 chairpersons will identify Saccos within their parishes that will receive grants to aid their business ideas .
The government aims to graduate the 39 percent of households in the subsistence economy into agents of wealth creation in the monetized economy.
Uganda has 10,594 parishes.
The 10th Parliament last week approved the implementation of the Parish Development Model.
The model will start operation in a phased approach with preliminary activities for the establishment of the necessary support structures and systems.
Key among the activities is the recruitment of Parish Chiefs, establishment and training of Parish Development Committees, set up of the Community Information System (CIS), and mobilization of the masses at national and local government level.
Parliament directed that preliminary activities in the coming financial year 2021/2022 should also include gathering and using baseline information to establish parish institutions to support all the seven pillars of the Model and development of value chains of the 18 priority commodities including markets for commodities.

Reports coming from Turkey concerning singer-cum-actress Evelyn Lagu’s health condition reveal that the singer’s body won’t support a kidney transplant.
According to a video that she shared on her online platforms, Lagu explained that after the doctors took tests of her, she was informed that a transplant surgery would leave her lifeless in the theatre or she wouldnt live beyond two years.
