The Congress of the Philippines has filed a bill raising the age of statutory rape to 16 years from 12, which happens to be one of the lowest ages of consent in the world.
And rights groups in the Philippines say that despite efforts to advance the rights of women and young girls in the country, progress is slow compared with other countries.
